California board has new member


Jesse Choper, a law professor at the University of California at Berkeley, was appointed to the California Horse Racing Board over the weekend, according to a statement released by the office of Gov. Arnold Schwarzenegger.

Choper, 71, replaces Bill Bianco, whose term recently ended.

Choper, who resides in Lafayette, Calif., has been a professor of public law for Boalt Hall School at Berkeley since 1965 and has served as a visiting professor at universities such as Harvard and Fordham law schools.

The position is subject to confirmation by the California State Senate. The next racing board meeting is at Arcadia City Hall on April 19.
