Fair Grounds: Turf rail out, but inside still bad?

Off the turf yesterday, back on today, with rail moved 10 feet out from zero position last week. There was a prevailing outside bias on grass all last racing week, and even with the rail moved today's lone turf heat, the 9th, gave me the same kind of feeling. Horses diving to inside went nowhere, jocks avoiding the fence, and the winner, Royal Ago, coming over the top with the last move. These $17.5K claiming sprinters have been trading decisions all meet, with no horse able to string together consecutive top efforts. Today's disappointment was favored Ti Township, who'd been an impressive winner last out in his FG grass debut.
